IFJ Condemns Assault on Union Activist in Tunisia

The International Federation of Journalists (IFJ) today condemned attacks and harassment of Tunisian journalists after a series of incidents which suggest deliberate targeting of activists for independent journalism.

In particular, the IFJ condemned the beating up of Zied El Heni, journalist for the dailyAssahafa, that took place yesterday in Tunis. His blog, Tunisian journalist, was also shutdown for the 22^nd time by the authorities.

El Heni is a board member of the Tunisian Journalists Syndicate (SNJT) which has been the subject of an internal crisis over the summer that saw the organization of a rival leadership at a hotly disputed extraordinary congress.

In a related incident, Hanane Belaifa, journalist at Radio-Jeunes was barred from access to the station. Belaifa is a prominent syndicate activist who had helped organize demonstrations for the regularization of employment contracts at the state radio and outspoken supporter of the ousted SNJT board. The SNJT says she is being targeted for her union work

"The attack on El Heni is an intolerable attack on a prominent journalist and leading advocate for independent journalism," said Aidan White, IFJ General Secretary. "The simultaneous closure of his blog is clear evidence of political pressure and suggests that this unknown assailant was not acting alone."

El Heni recently took part in an IFJ regional meeting in Amman where the SNJT protested at the campaign to change the leadership following the publication of a press freedom report critical of the government and by their refusal to endorse sitting President Ben Ali in national elections due to take place on 25 October.

On his return from Amman, El Heni was strip searched at Tunis airport and all his documents, including IFJ publications, were seized.

Other independent journalists have come under pressure for their union activism, including some working for the newspapers Assabah, and Al Khabir, according to the SNJT.

IFJ Protests over Tunisian Police Violence at Journalists' Headquarters

The International Federation of Journalists (IFJ) today protested to the Tunisian government over the action of police who laid siege to the offices of Tunisian Syndicate of Journalists and assaulted the union's President after he tried to enter the building.

"This is heavy-handed and violent interference in journalism," said Aidan White, IFJ General Secretary. "It is unacceptable and demonstrates the intolerance of a regime which puts power politics before democracy."

According to reports from the Syndicat National des Journalistes Tunisiens (SNJT) the union President Neji Beghori was today barred from entering the offices, assaulted and dragged away by police. The offices were surrounded by more than 100 policemen after a Tunisian Court ordered the officers of the union to hand over the keys to the building.

The SNTJ has been split following an internal dispute which has focused on the union leadership's uncompromising demands for independence and their unwillingness to publicly endorse President Ben Ali in national elections next month. A rival faction organised an extraordinary congress last month and elected new leaders, the majority of them strong supporters of the ruling RDC party. They also sent a message of support to the President.

This congress was widely condemned by national and international human rights groups as politically motivated.

SNTJ leaders, who had failed to win a court order against the rival congress planned their own meeting to be held this week, but the IFJ warns that such a meeting will be compromised if there is a threat of official violence. "We are increasingly concerned about this threatening atmosphere and we call on the authorities to offer guarantees that the meeting will be allowed to proceed," said White.

"The IFJ has consistently appealed for peaceful and democratic solutions to the problems of Tunisian journalism," said White. "Normally, court orders are enforced in a non-violent manner, but the authorities are determined to make a show of their authority and in the process to teach independent journalists a lesson."

The IFJ says that it will support fresh efforts to end the damaging rift that has divided journalists. The IFJ Executive Committee will meet in November to decide how to further support colleagues in Tunisia.

"Political interference in the heat of a Presidential election is not uncommon," said White, "but in Tunisia the impact can be damaging and long term. We need all journalists to focus on professional solidarity not party preference."

أكّـد الاتحاد الدولي للصحفيين أنه سيجري تحقيقا معمّقا حول مؤتمر 15 أوت (الانقلابي على النقابة الوطنية للصحفيين التونسيين). وأعلن أمين عام الاتحاد إيدن وايت أنه لا يوجد أدنى شك حول وجود ظلال تأثير سياسي على هذا المؤتمر. وأوضح أن الاجتماع جرى في مكان وفّـرته الحكومة، كما أن الرئيس الذي تم انتخابه خلاله عضو معروف في الحزب الحاكم. وأشار وايت إلى أن «الفيج» رفضت قبول دعوة لحضور هذا الاجتماع الذي لم توافق على إجراءاته. وبيّن بأن الهيئة التنفيذية الدولية التى قررت التزام الحياد في النزاع الجاري في صلب النقابة الوطنية للصحفيين التونسيين، ستدرس أحداث 15 ماي عن قرب قبل إبداء رأيها. وذكر أمين عام الاتحاد الدولي للصحفيين بأن فرصة توحيد حركة الصحفيين في تونس مازالت متوفرة. وأشتر إلى أن قيادة النقابة الوطنية للصحفين التونسيين ستعقد مؤتمرا يوم 12 سبتمبر القادم. وفي خاتمة البيان تمّ التذكير بأن «الفيج» علّقت عضوية جمعية الصحفيين التونسيين في 2004. وبأن عضوية هذه المنظمة الدواية تفرض على النقابات وجمعيات الصحفيين أن تكون مستقلة سياسيا عن الحكومات والأحزاب السياسية

عبرالاتحاد الدولي للصحفيين عن قلقه الشديد بسبب الاجراءات القاسية التي تمارسها السلطات الإيرانية لقمع الصحافة المستقلة التي تقوم بعملها في الكتابة عن المظاهرات والاحتجاجات التي تلت الانتخابات المثيرة للجدل وأسفرت عن اعادة انتخاب الرئيس محمد احمدي نجاد الشهر الماضي. وقد قامت الحكومة بحملة واسعة ضد الإعلام المستقل اشتملت على طرد المراسلين الأجانب، واغلاق مؤسسات اعلامية، ومحاولة للتشويش على ارسال محطات التلفزيون الدولية، وإغلاق عدد كبير من المواقع الالكترونية. وتم اعتقال عدد كبير من الصحفيين الايرانيين بينما توارى عدد آخر عن الأنظار تفاديا للاعتقال. ويوجد الآن ما لا يقل عن 30 صحفيا في السجون الإيرانية. وأوردت التقارير أن آية الله محمد هاشمي الشهرودي، رئيس الجهاز القضائي، قد بعث مذكرة في تاريخ 5 تموز إلى القضاة يقول فيها ان هناك حاجة لاتخاذ اجراءات صارمة لاحتواء الانتقادات المتزايدة للحكومة في الإعلام المستقل. وقد حدد في مذكرته مواقع الكترونية ومحطات تلفزيون وطالب بمعاقبة اي صحفي يتعامل معها. وتورد التقارير ايضا ان مندوبين من أجهزة الأمن الايرانيين يعملون من داخل غرف الأخبار في الصحف المستقلة يتحكمون بالمواد التي يتم ارسالها إلى الطباعة ويفرضون رقابة على المواد المنشورة. كما هناك تهديد للصحفيين الايرانيين بالاعتقال اذا تحدثوا إلى الإعلام الأجنبي الناطق بالفارسية. وقال الاتحاد الدولي للصحفيين بأن استهداف الإعلام، والاعتقال التعسفي للصحفيين الايرانيين، والقيود الصارمة التي تم فرضها على الصحافة الوطنية والعالمية يعتبر خرقا شاملا لتعهدات ايران بالالتزام بالمقاييس الدولية لحقوق الإنسان، وحرية الصحافة، وحرية التعبير التي ينص عليها الدستور الإيراني. ويدعو الاتحاد الدولي للصحفيين السلطات الإيرانية إلى احترام تعهداتها باحترام المادة 19 من العهد الدولي الخاص بالحقوق المدنية والسياسية. وطالب الاتحاد الدولي للصحفيين بوقف فوري لجميع الانتهاكات واطلاق سراح جميع الصحفيين المعتقلين.

دعا الاتحاد الدولي للصحفيين (الفيج) في رسالة وجهها أمينه العام إيدن وايت لقيادة النقابة الوطنية للصحفيين التونسيين يوم السبت 13 جوان 2009، الصحفيين التونسيين للتوحّـد من أجل الدفاع عن مهنتهم ونقابتهم ضد كل أشكال التدخل السياسي.
وكانت الهيئة التنفيذية الدولية عبّرت الأسبوع قبل المنقضي خلال اجتماعها في أوسلو عن تضامنها مع النقابة الوطنية للصحفيين التونسيين.
ودعا الاتحاد كل أعضاء النقابة لحل خلافاتهم عبر الحوار والنقاش الأخوي واجتناب الأعمال التي من شأنها تشتيت الصحفيين وتشجيع أعداء حرية الصحافة.
وجاء في رسالة الأمين العام "نؤكد لكم دعمنا لكل الصحفيين التونسيين في نضالهم من أجل حقوقهم المهنية. ونشترك معهم ومع نقابتهم في معركتهم من أجل الاستقلالية . على الصحفيين التونسيين أن يكونوا متحدين ومتضامنين لمواجهة التحديات القادمة. والاتحاد الدولي للصحفيين وكل أعضائه في المنطقة وفي العالم أجمع سيكونون معكم لتمضوا قدما". وكان الاتحاد الدولي للصحفيين قد وجّه رسالة احتجاج لاتحاد الصحفيين العرب، أساسا على خلفية الموقف الذي اتخذه هذا الأخير حول أزمة النقابة الوطنية للصحفيين التونسيين

كسر القيود يوم فعاليات للتضامن الاقليمي في الشرق الأوسط وشمال افريقيا

نقابات الصحفيين في الشرق الأوسط وشمال افريقيا يطالبون بوضع حد لانتهاكات حرية الصحافة

تنظم نقابات الصحفيين في منطقة الشرق الأوسط وشمال افريقيا يوم 5 تشرين ثاني/نوفمبر يوم فعاليات للتضامن الإقليمي للمطالبة بانهاء الهجمات على حرية الصحافة، واطلاق سراح الصحفيين المسجونين واصلاح التشريعات الإعلامية لإنهاء حبس الصحفيين.

وقال يونس مجاهد، رئيس النقابة الوطنية للصحافة المغربية ونائب رئيس الاتحاد الدولي للصحفيين، إن "هذا تعبيرا غير مسبوق للتضامن الإقليمي من خلال فعاليات تقوم بها نقابات الصحفيين دفاعا عن حقوق منتسبيها. حيث يواجه الصحفيون موجة ضغط وتهديدات غير مسبوقة يستخدم فيها الترهيب، والضرب، والمحاكمات، والسجن. جريمتهم الوحيدة هي انهم يقومون بعملهم بإخبار الناس عن العالم الذي يحيط بهم."

تستعد نقابات واتحادات الصحفيين وأعضائهم من أجل "وقفة من أجل الصحافة" ليعلنوا بأنه لا للاستمرار في انتهاك حرية الصحافة. وسيتم التعبير عن هذا الموقف من خلال فعاليات متنوعة بما فيها مظاهرات احتجاجية، ومسيرات نقابية، ومؤتمرات صحفية، ولقاءات بحثية، ولقاءات مع سياسيين.

وهذه الفعاليات الإقليمية هي جزء من الحملة الإقليمية "حملة كسر القيود" التي يتم تنظيمها من خلال شراكة ما بين الاتحاد الدولي للصحفيين وأعضائه من نقابات واتحادات وجمعيات الصحفيين. وفي وقت سابق من هذا العام، أصدرت الحملة تقريرا اقليميا حول الصحفيين المسجونين في المنطقة خلال لقائها الإقليمي الذي تم عقده في الدار البيضاء يوم 21 ايار/مايو الماضي.

وتطالب الحملة بالغاء التعامل مع المخالفات الصحفية كمخالفات جنائية، وتدين اعتقال الصحفيين، والغرامات المغلظة، والاختطاف وكافة أشكال العنف الموجه ضد المهنيين الإعلاميين. وتطالب "حملة كسر القيود" بالغاء عقوبة السجن باعتبارها عقوبة شنيعة تستخدم لترهيب الصحفيين ولجم الصحافة المستقلة.

وستشارك نقابات الصحفيين في الشرق الاوسط وشمال افريقيا زملائهم في اتحاد الصحفيين الأوروبيين في حملة "وقفة من اجل الصحافة"، وهي حملة فعاليات مدتها اسبوع للترويج لحقوق الصحفيين وللاحتجاج على الأزمة التي يعاني منها الصحفيين بسبب سيطرة نزعة السوق على الصحافة، والضغوطات السياسية، وانحدار الجودة في الإعلام، وظروف العمل السيئة، والهجمات العنيفة على الصحفيين حول العالم. كما تعتبر هذه الفعاليات احتفاءا بالدور الذي تعلبه نقابات واتحادات الصحفيين في الترويج للصحافة النوعية.

بوقوف الصحفيين من أجل حقوقهم فإنهم يقفون في نفس الوقت من اجل الحريات المدنية والمباديء الأساسية لحقوق الإنسان. وفعاليات هذا اليوم هي أيضا دعوة للعمال الآخرين، لكل واحدة من مجموعات المجتمع المدني، وللمجتمع بشكل عام.

وأضاف يونس مجاهد: " يجب ان تتوقف الحكومات عن رفض التحولات التي تطرأ على قطاع الإعلام وأن تكف عن مقاومتها، وأن تسمح للإعلام بارواء عطش الناس لصحافة نوعية، وشوقهم لمصادر معلومات مستقلة ومتنوعة دون خوف من العقاب."

IFJ Says Attacks on Tunisian Web Sites and Newspapers "Casting a Chill" over Media

The International Federation of Journalists (IFJ) today condemned the recent interference into Tunisian media that has led to repeated attacks on independent print and online publications.

"These attacks on Tunisian media that are critical of the government have been mounting in recent weeks, casting a chill over the media," said IFJ General Secretary Aidan White. "The government must stop its harassment of media and ensure that no one else is acting on its behalf to silence independent or opposition voices."

On October 22 the Tunisian Ministry of Interior seized the weekly newspaper Mouwatinoun's current issue and suspended the right of its owner the Democratic Forum for Freedom and Work (FDLT), a legal opposition party, from distributing. The shut-down came after Neziha Rejiba, editor of the online magazine Kalima, wrote in Mouwatinoun about the destruction of Kalima and accused Tunisian authorities of being behind the attack.

Rejiba was summoned to appear before a public prosecutor on October 27.

Multiple news sites have been shut down or disabled by hackers. Besides Kalima, www.kalimatunisie.com, these sites include the IFJ's own site, www.ifj.org, which has been unavailable in Tunisia as well as journalist Zied El Heni's blog, http://journaliste-tunisien.blogspot.com. El Heni is also a board member of the IFJ affiliate, the Syndicat National des Journalistes Tunisiens (SNJT).

The IFJ is supporting the SNJT in its protests against the web and newspaper closures and its efforts to defend of Tunisian journalists' rights and press freedom.

The IFJ has also joined with other press groups in the Tunisian Monitoring Group to protest the hacking and destruction of Kalima website on October 14 and the harassment of Kalima, CNLT and OLPEC representatives and has called on Frank La Rue, the new UN Special Rapporteur on freedom of expression, requesting he monitor the situation and visit Tunisia.

"The systematic repression of Tunisian journalists by the government has continued unchecked and without comment from the international community.This must change," White said.
